In other news, there was a raft of data and statistics. The FCA published its quarterly whistleblowing data and most recent complaints data. The Money Charity released its October statistics. The Bank of England published its September Monday and Credit statistics and the FOS also published its quarterly complaints data.

Chancellor launches Scale-up Unit in Leeds to help firms grow

The Chancellor of the Exchequer, Rachel Reeves MP, has announced the launch of the FCA and Prudential Regulation Authority’s (PRA) Scale-up Unit.

The Scale-up Unit will provide growing financial sector regulated firms across the country with tailored support and guidance to help them test ideas, grow and succeed in the UK. It will also help firms by connecting them with a dedicated point of contact to support with challenges they face as they grow.

FCA data shows the number of new whistleblowing reports received between July and September 2025, and existing reports closed during this period.

FCA complaints data

In 2025 H1, financial services firms received 1.85m complaints, a 3.6% increase from 2024 H2 (1.78m). Since 2021 H1, complaints have stayed relatively constant between 1.7m and 2.0m.

The Money Charity
Money Statistics published

The Money Charity has published its statistics for October. The figures highlight that:

  • inflation was 3.8%
  • the average credit card debt per UK household was £2,632 in August
  • the total unsecured debt per UK adult was £4,22
  • the total debt, secured and unsecured, per UK household was £66,435.

FOS
Quarterly complaints data (Q2 2025/26)

Overall, the FOS received 46,300 new complaints between July and September 2025. This is substantially lower than the 73,700 complaints received in the same period reported last year.

In this quarter, the FOS received 4,300 cases from professional representatives, compared to around 37,100 in the same period last year.

Money and Credit statistics – September

The Bank of England (BoE) has published its latest Money and Credit statistics for the month of September. The key figures highlight that:

  • Net mortgage approvals for house purchase increased by 1,000, to 65,900 in September. By contrast, approvals for remortgaging decreased by 600 over the same period, to 37,200.
  • Net borrowing of consumer credit by individuals was £1.5 billion in September, down from £1.7 billion in August. Within this, net borrowing through credit cards was little changed at £0.7 billion in September. Net borrowing through other forms of credit decreased to £0.8 billion, from £1.0 billion over the same period.
