First HL reading of Goods Mortgages Bill 2019/20

The Goods Mortgages Bill 2019-20 has had its first reading in the House of Lords. The Bill (which was first proposed during the 2017-2019 Parliament, but which fell when that Parliamentary term was dissolved) proposes to repeal the Bills of Sale Acts 1878 and 1881 and make provision for a new form of non-possessory security that may be created over goods owned by individuals. The second reading is yet to be scheduled.
